"Regulation of foreign investments": the formula, with an obsolete connotation grazing the oxymoron, reflects the persistence of islands of state sovereignty within a now globalized finance. In fact, foreignness has become, if not systematic, at least the usual one among the operations structuring the French economy, whose vitality is closely dependent on investments coming from outside.

That's why it seemed interesting to propose a frame of administrative declaration of realization of a "foreign investment" in France. On the form, it consists of a simple letter - prudence requires the recourse to the registered letter with acknowledgment of receipt - to be sent to the Treasury Department at the Ministry of Economy, and this as soon as the agreement of the parties materializes on the operation concerned. On the merits, the information to be reported is specified in Article 4 of the aforementioned 7 Decree 2003. The proposed framework, which is based on a concrete example for greater intelligibility, seems to us to be largely transposable, by adaptation, to the majority of operations subject to administrative declaration.
