On January 26, 2021, a bill aimed at democratizing sport in France was registered with the Presidency of the National Assembly presented by MP Céline Calvez and members of the majority parliamentary group La République en Marche and related parties.

As part of this bill, the majority parliamentarians are proposing a set of measures relating to the development of sports practice for the greatest number, to the renewal of the governance framework of the federations as well as to the sports economic model. In particular, eagerly awaited questions are dealt with such as the limitation of the number of terms of office of the Presidents of federations and the provisions aimed at combating illegal streaming.

This bill consists of three titles and twelve articles

Title I relates to the development of the practice for the greatest number 

  • Articleer proposes to integrate sport into the missions of social and medico-social establishments (ESMS).
  • Article 2 aims to facilitate access to current and future school sports equipment for external users.
  • Article 3 aims to propose to voluntary local authorities to develop local sports plans, plans which will feed the territorial diagnoses.
  • Article 4 completes the missions of the regional sports conference by adding health sport and fundamental sports knowledge.

 

Title II relates to the renewal of the governance framework of federations

  • Article 5 establishes full parity within national and decentralized federations.
  • Article 6 modifies the modalities for the election of the president as well as of its board of directors by the clubs which compose it.
  • Article 7 limits the number of presidential terms of a federation and their deconcentrated bodies to three.
  • Article 8 guarantees the good repute of those involved in sport.

 

Title III relates to the sports economic model

  • Article 9 enshrines in law the platform to fight against the manipulation of sports competitions.
  • Article 10 strengthens the provisions aimed at combating illegal streaming.
  • Article 11 opens sports societies to the model of the social and solidarity economy.
  • Article 12 provides budgetary security for the system, by providing for pledging the costs incurred on the rights mentioned in articles 575 and 575 A of the general tax code.

 

We will not fail to follow with interest the examination of this bill in parliament.
