François Lépine, an E.N.A. student (1964-1966), has led the career of a high-ranked civil servant at the very heart of both central government (Interior and Defence Ministries) and local administration (préfectures) which gave him a greatl expertise in the field of administrative law.
He is an experienced professional in relations between and with the European authorities, local councils, cities, counties and regions.
In the course of his career, he dealt with various issues including property law (public use declaration), liberties (traffic restrictions), and also public contract law (public market and public service contracts).
His field of expertise also includes administrative law, urban planning, administrative responsibility and the transport sector.
As former President of the L.T.F. (Lyon Turin Railway), François Lépine increased his skills in both public and private laws and has therefore a considerable expert knowledge in high stake negotiations and complex projects.
